From September 27 to 29 (local time), Wu Lei, Party Secretary and Chairman of Shanghai Electric Group, led a delegation to the United Arab Emirates, where they met with Mohammad Abunayyan, Chairman of ACWA Power, and Saeed Mohammed Al Tayer, Chairman of the Dubai Electricity and Water Authority (DEWA). They reached a series of consensuses on the advancement of Dubai projects, international market expansion, and collaboration in emerging sectors. During the visit to the United Arab Emirates, Shanghai Electric Group Chairman Wu Lei and his delegation visited the Shanghai Electric Dubai Branch and extended their regards at the site of the Dubai CSP Project.

At ACWA Power, Wu Lei expressed his gratitude for the company’s long-standing trust and support. He noted that Saudi Arabia, as Shanghai Electric’s core strategic market in the Middle East, pursues a diversified energy strategy under Vision 2030, which aligns closely with Shanghai Electric’s development direction of being “high-end, green, intelligent, and international.” Wu Lei affirmed that Shanghai Electric regards ACWA Power as an important partner and intends to further leverage its strengths in clean energy equipment manufacturing and system solutions. He stated that the company hopes to deepen cooperation in emerging fields such as desalination and hydrogen production equipment through resource sharing and synergistic collaboration, with the goal of jointly exploring international markets and achieving mutual benefit and win–win development.

Abunayyan welcomed Wu Lei and his delegation, commending Shanghai Electric’s execution capabilities and technical strength in the Dubai CSP–PV hybrid project. He emphasized ACWA Power’s commitment to the partnership and pledged continued support for deeper, global collaboration between the two sides. Looking forward, he proposed jointly developing diversified cooperation models, such as consortiums and joint ventures, to build a closed-loop partnership covering “technology R&D, project implementation, and global expansion.”

During the meeting, the two parties signed a Memorandum of Understanding on Assessing and Using Shanghai Electric’s Supply Chain Equipment in ACWA Power Projects, and jointly witnessed the signing of the final takeover certificate for the Dubai Phase V 900 MW PV Project. As one of the world’s leading large-scale photovoltaic plants, constructed by Shanghai Electric under an EPC model, its successful acceptance marks a new stage of high-quality cooperation between Chinese and Saudi enterprises in the field of new energy engineering.

During his visit to DEWA, Wu Lei reviewed the long-standing cooperation between Shanghai Electric and DEWA. He said that, as strategic partners in the global energy equipment sector, the two sides have set multiple industry records together. Their joint projects have not only become benchmark works of Dubai’s clean energy strategy but also represent the successful entry of Chinese equipment manufacturing into high-end international markets. He added that, beyond its full value-chain capabilities in the energy sector, Shanghai Electric holds world-leading industrial capacity in fields such as industrial robotics and air-conditioning compressors.* He expressed hope for strengthening practical cooperation in industrial equipment and artificial intelligence, injecting fresh impetus into advancing cross-border cooperation in equipment manufacturing and energy development.

Saeed Mohammed Al Tayer welcomed Wu Lei and his delegation. He noted that, amid global energy transition, China’s technological progress in equipment manufacturing is widely recognized. Currently, DEWA is promoting the development of the green energy sector through solar park expansion and green hydrogen pilot projects. The high-efficiency execution and technological reliability demonstrated by Shanghai Electric in past cooperation have provided crucial support for Dubai’s energy structure upgrade. He expressed hope that the two sides would jointly advance the next phases of the solar park and explore integrated “CSP + PV + Storage” multi-energy complementary models to meet Dubai’s green economic development needs.

In addition, Wu Lei and his team visited the China–UAE Industrial Capacity Cooperation Demonstration Zone. After learning about the Zone’s development progress and key projects, he noted that Shanghai Electric places great importance on overseas market expansion and is accelerating the establishment of a global industrial chain for new energy and high-end equipment. He expressed hope for deeper cooperation with the Zone to leverage each party’s strengths and jointly explore markets in the Middle East and beyond.
