On June 17, the 11th Offshore Wind Power Conference officially opened in Shanghai. The event was hosted by the Chinese Wind Energy Association (CWEA) of the China Renewable Energy Society (CWEA) and the Global Wind Energy Council (GWEC), and organized by Shanghai Electric Group and Shenergy Group Co., Ltd.

Distinguished attendees included Shang Yong, Deputy Director of the Committee on Education, Science, Health and Sports of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), former Secretary of the CPC Leadership Group and Executive Vice Chairman of the China Association for Science and Technology, and former Vice Minister of Science and Technology; Xiao Guiyu, Vice Chairman and Deputy Secretary of the Party Leadership Group of the Shanghai CPPCC; Huang Zhen, Academician of the Chinese Academy of Engineering and Founding Dean of the Carbon Neutrality Development Research Institute at Shanghai Jiao Tong University; Wu Lei, Secretary of the CPC Committee and Chairman of Shanghai Electric Group; and Huang Dinan, Secretary of the CPC Committee and Chairman of Shenergy Group Co., Ltd. Representatives from government departments, industry associations, and domestic and international developers and equipment manufacturers also attended.

Three key ceremonies were held during the morning session. At the launch ceremony of the Yangtze River Delta Wind Power Partnership Initiative, Qiao Yinping, Chief Operating Officer of Shanghai Electric Group and Secretary of the CPC Committee and Chairman of Shanghai Electric Wind Power, delivered the “Yangtze River Delta Wind Power Partnership Initiative Declaration” on behalf of wind power enterprises, calling for coordinated industry development. Subsequently, Qiao joined representatives from Shanghai Electric Power Generation Group, Shanghai Electric Transmission & Distribution Group, and upstream and downstream industry chain partners on stage to witness the official launch of the initiative, marking the regional wind power industry’s transition from “individual breakthroughs” to a new stage of “clustered and coordinated advancement.” In addition, the “Clean Energy Marine Hub Initiative – China Green Hydrogen-Based Fuel Innovation and Application Accelerator Working Group” was officially unveiled. At the same time, the Shanghai Offshore Wind Power Technology Innovation Base was officially established, further strengthening platform support for industrial technology iteration and green transformation.

The conference also featured a closed-door seminar on offshore wind power development and construction, keynote presentations by distinguished academicians, a global roundtable dialogue on industrial and supply chain security, and six thematic forums. Invited experts and scholars, including Academician Huang Zhen and Bi Yaxiong, Vice Chairman of the Chinese Workers’ Technical Association, Honorary President of the Power Industry Committee, and Academician of the United Nations International Academy of Ecology and Life Protection Sciences, delivered in-depth insights on topics such as the energy revolution under the carbon neutrality vision and the opportunities and challenges of high-quality, large-scale offshore wind power development. Their insights aimed to empower the high-quality growth of the offshore wind industry and the transformation toward green and clean energy.

During the roundtable session, Shanghai Electric actively participated in discussions on “Global Offshore Wind Power Industry and Supply Chain Security and Coordinated Development,” sharing its practical experience in strengthening industrial chain resilience. The company pointed out that the current trend toward larger-megawatt turbines is bringing structural challenges, including lagging design standards and high supply chain concentration. It called for full-industry-chain collaboration to accelerate technological upgrades and ecosystem development, offering valuable references and practical pathways for addressing supply chain risks and enhancing industry resilience.

As the birthplace of China’s offshore wind power industry, Shanghai has played a leading role in advancing marine clean energy development. As one of the earliest turbine manufacturers to enter the sector, Shanghai Electric has maintained the No. 1 position in cumulative installed offshore wind capacity in China for 11 consecutive years, helping the country achieve a historic leap from a “follower” to a “global leader” in offshore wind power. Looking ahead, Shanghai Electric will take this conference as an opportunity to deepen full-industry-chain development, advance the “offshore wind + diversified integration” model, accelerate breakthroughs in core technologies, and speed up the deployment of the green fuel industry chain. The company will continue empowering the construction of Shanghai as an international shipping center and the development of zero-carbon parks, while working with partners across the industry to drive offshore wind power from nearshore to deep-offshore development and from single-purpose power generation to comprehensive utilization, jointly writing a new chapter of high-quality development.
